三、项目背景
宜宾罗龙工业集中区位于宜宾规划建设的沿江工业经济带的核心区，属市县共建的重点工业集中区，位于南溪县罗龙镇，规划面积35平方公里，首期启动2平方公里，根据宜宾市城市总体规划形成的“一心三片九组团”的城市空间结构布局，宜宾城市建设用地发展方向为“东进西拓”沿长江向东作为城市发展方向，形成宜宾沿江城镇发展轴，实现城市“东进”的战略意图。罗龙工业集中区距南溪县城10公里，属“一心三片九组团”中的罗龙组团，宜宾半小时经济圈。工业集中区定位为：以新兴产业为主和发展城东物流的综合组团。规划控制面积为16平方公里，地势平坦，地质条件好，园区紧临长江，水源充足，有国家电网及天然气输气管线。宜南快速通道（工业走廊）、宜泸高速公路从园区穿过，并在园区附近设置互通式立交出口。在园区内还有适合建设深水码头岸线2处，水陆交通便捷，可选择运输成本低的运输方式。《宜宾罗龙工业集中区规划》已经市政府批准实施，《宜宾罗龙工业集中区规划环评》已通过评审，省环保局已审查同意实施，《集中区产业规划》已完成并报省发改委，正申报省级工业集中区，并努力打造省级临港工业集中区。根据集中区规划和发展要求，需建设一个日供气5万平方米的供配气站，项目按日供气5万立方米的规模建设，工程投资预算约422万美元。
四、项目概况
区内基础设施建设已全面启动，2.1公里长（宽21米）的工业大道已即将完工，110KV变电站正式立项。县城至集中区天然气管线已铺设完毕，工业用气计划已达成意向意见，并着手规划，正在申报。该规划区内有北方红光化工有限公司等规模以上企业5户，红光特种化工公司、海宏化工公司已入驻开工建设，五粮液制药公司、浙江粤华集团、宜宾造纸厂、宜宾锅炉厂等多家企业已完成选址，即将入驻。项目第一期按日供气5万立方米的规模建设，拟征地10亩，工程投资概算约422万美元。

已完成项目建议书编制并通过立项，环评正在申请中。

项目总投资2954万元。

This zone lies at Luolong Town of Nanxi County and is a core zone at the industrial and economic belt along the Changjiang River which is planned by Yibin city.Its planned area is 35km2 and in the first period 2km2 would be exploited.According to Yibin city programming which is One Center,Three Parts and Nine Groups,construction land should expand along the Changjiang River.This zone is 10km away from the Nanxi County and in the half-an-hour economy circle of Yibin. Orientation of this zone is a integrated group giving priority to new emerging industries and logistics.Programming control area is 16km2.This area is flat and along the Changjiang River.There are state grids and natural gas pipelines.Yibin-Nanxi rapid highway and Yibin-Luzhou expressway would cross this zone and it is planned to build a highway intersection for these two roads.There are two sites suitable for construction of a deep-water port. This portage point would make enterprises enjoy low transportation cost. Programming of Luolong Industrial Cluster Development Zone had been approved by Yibin People’s Government.Environmental evaluation for this zone had past program validation and Sichuan Provincial Environmental Protection Bureau had approved too. Industries planning for this zone had been completed and reported Sichuan Provincial Development and Reform Committee.Provincial Industrial Cluster Development Zone is being declared.According to the requirement of its programming and development,a natural gas supplying and matching station should be built.This station would supply 50,000 m3 natural gas per day and need 4.22 million US dollar for construction.

Infrastructures in this zone had been started.A road measured 2.1km by 21 meter will be about to completed and a 110kv transformer substation had gotten project determination.Natural gas pipelines from the county seat to the zone had been paved.Industrial gas using quota had gotten primary agreement and is during program making and declaring.There are five industrial enterprises above designated size including North Hongguang Chemical Industry Company.Hongguang Specialty Chemical Industry Company and Haihong Chemical Industry Company had started construction.WuLiangye Pharmacy Company,Zhejiang Yuehua Group,Yibin Paper Mill and Yibin Boiler Plant had chosen sites.This gas station would need 10 mu and 4.22 million US dollar.
